Every network problem that turns out to be the cable was invisible until the day it was not.
We install copper and fiber to the standard the run is meant to meet, which covers length, routing, termination, and what the cable is allowed to run alongside. Those are the four things that get compromised when cable is added in a hurry, and they are the four that surface later as an intermittent fault.
Everything is labeled at both ends and lands on a patch panel rather than in a bundle. It sounds like tidiness and it is actually time: tracing an unlabeled run costs more than labeling the whole installation did.
Then every run is tested and you get the results. A run that passes is a fact you can point at when something else goes wrong, which is usually the more valuable half.

Common questions
What category of cable should we install?
It depends on what the run has to carry and how long it has to last, and the honest answer is usually one step beyond what you need today. The cost difference is in the labor either way, and the labor is the part you do not want to pay for twice.
Can you certify cable somebody else installed?
Yes. Testing an existing installation is routine, and it is the cheapest way to settle an argument about whether a problem is the network or the wiring under it.
