The situation
A school spread across multiple buildings had a phone arrangement that made sense only in the sense that it had always been that way: every building had its own copper circuits and its own PBX, and none of them knew the others existed.
The practical version of that was absurd, and everyone in the office lived it daily. A call arriving at one building for a person in another could not be transferred. It meant taking a message, or reading out a different number for the caller to redial, for colleagues working a few miles apart. Staff whose jobs moved them between buildings were reachable at whichever desk they were near, which in practice meant missed calls all day.

The buildings stopped being separate phone islands and became one organization on the phone, because that is what they had been in reality all along. Extensions dial each other regardless of which building they sit in. Calls transfer between buildings the way they always should have. The aging handsets were replaced with modern VoIP phones, and the staff who move between buildings got the mobile app, so their extension travels with them and a call to their number rings wherever they are.
The part that took genuine planning was the timing. Porting phone numbers is the step in any phone migration where service can be interrupted, and a school has something most businesses do not: a summer. The cutover was scheduled into the break, the numbers ported while nobody was calling, and when staff returned the new system was simply what the phones did now. No missed calls, because there were no calls to miss.
That is not a trick that only works for schools. It is what scheduling a migration around the client's calendar rather than the vendor's looks like, and every organization has quieter weeks if somebody bothers to ask.

The bill is the number that gets attention, and it is worth pausing on why it fell. The school was not overpaying for phone service. The savings came from deleting the duplication, and the better service came from the same place.
Old phone arrangements rarely announce that they are the problem. They just quietly cost double and do half, until somebody adds it up.
